Columbia, S.C. (April 27, 2026)— The South Carolina Land Trust Network (SCLTN) presented Governor Henry McMaster with the inaugural Palmetto Conservation Leadership Award, recognizing his commitment to protecting South Carolina’s farms, forests, waterways, and historic landscapes.

The award was presented by Lyles Cooper, Board Chair of the Network and Executive Director of the Pee Dee Land Trust, and Jen Howard, executive director, SCLTN, on behalf of the state’s 24 land trusts, their boards, staff, and conservation easement donors.

“South Carolina is one of the fastest-growing states in the nation, and more than three-quarters of our land is privately owned,” said Jen Howard, executive director, SCLTN. “That growth brings increasing pressure on landowners to sell their property for development. Conservation easements and strategic land protection are essential to maintaining the balance between livability and economic strength that defines our state.”

Land trusts across South Carolina work directly with landowners to permanently protect working farms, forests, and scenic landscapes—ensuring clean water, wildlife habitat, and preservation of the state’s unique sense of place. From historic battlefields to river corridors and family-owned farms, these lands represent both South Carolina’s heritage and its future.

While acknowledging the increasing pace of land protection, Governor McMaster issued a challenge to the fifty landowners and land trust staff in attendance. “South Carolina has been discovered, and that brings increased use of natural resources across our state,” said Governor McMaster. “In order to support our economic prosperity and quality of life, we must continue to protect more land at a faster pace before it’s too late.”

Under Governor McMaster’s leadership, South Carolina has emerged as a national model for collaborative, bipartisan conservation efforts. Through public advocacy, policy support, and partnerships with state agencies and land trusts, his administration has helped advance large-scale conservation initiatives across the state.

Key accomplishments during his tenure include:

Significant increases in funding for the South Carolina Conservation Bank, a critical program that helps landowners protect their property while keeping it in productive use

Establishment of the South Carolina Office of Resilience to better coordinate conservation and resource management efforts

Support for the 2024 Working Agricultural Lands Preservation Act, expanding tools and funding to protect family farms

Facilitation of major conservation projects, including new state parks, forests, and large-scale easements across the state

Since Governor McMaster took office in 2017, more than 385,000 acres have been permanently protected in South Carolina. This includes over 273,000 acres conserved through easements, 58,000 acres acquired for public access, and an additional 54,000 acres secured by land trusts for future transfer to state ownership.

“These achievements reflect a vision that conservation and economic growth are not competing priorities, but complementary ones,” Cooper said. “By protecting working lands and natural resources, we are strengthening South Carolina’s economy and preserving what makes it such a special place to live, work, and visit.”

The Palmetto Conservation Leadership Award honors extraordinary contributions to the permanent protection of South Carolina’s natural and cultural resources. In lieu of a traditional plaque, Governor McMaster was presented with a handcrafted longleaf pine needle basket, symbolizing the resilience and ecological importance of one of the state’s most iconic ecosystems.

“We hope this serves as a lasting reminder of the importance of protecting our special places,” Cooper added. “And as encouragement to continue championing conservation for generations to come.”

In 2022, a single grave site was discovered on private property in York County. With the help of archaeologists, property owners Andrew and Mary Lazenby discovered 144 gravesites believed to be those of enslaved Africans. The cemetery property, protected by a conservation easement with Nation Ford Land Trust, will never be developed. We have a rare opportunity to honor and share the story of these lost ancestors. Join us again this year as we continue to honor and share the story of these lost ancestors.

Statewide 102,300 acres of working farm and forestland, scenic vistas, and historic sites were permanently protected through conservation easements or through land purchases by twenty-four different network members or allied state agencies/local government entities. The 2025 results bring the new total of protected land in South Carolina to 3.24 million acres.

The list of 139 land transactions touches thirty-six South Carolina counties and one North Carolina county. “Private landowners are the true heroes in these results. Because of their land stewardship ethic and strong desire to solidify a vision for their special place, we all benefit,” said Jen Howard, executive director, South Carolina Land Trust Network. “This year’s protected properties list spans from a 62,000-acre conservation easement in the Pee Dee to a one-third-acre parcel within the footprint of a Revolutionary War battlefield, and many special places in between.”

Recently released census results rank South Carolina as the fastest-growing state in the country. “Our state is blessed with an enviable quality of life and robust economic opportunities,” Howard noted. “Our goal is to embrace this change while ensuring the natural spaces which have drawn people and businesses here are protected forever through voluntary, incentive-based measures.”

Network members work with private landowners to protect their land through conservation easements or acquire property for conservation purposes. “Conservation easements are by far the most valuable tool in our land protection toolbox,” noted Lyles Cooper, executive director, Pee Dee Land Trust, and board chair, SCLTN. “They are voluntary legal agreements shaped by a landowner’s vision to keep their property as working farms, timberland, wildlife habitat, or for recreational purposes.”

While leaders celebrate the record-breaking momentum of land protection in our state, they also note that the current pace isn’t enough. A recent study by the South Carolina Office of Resilience and the Open Space Institute found that between 2014 and 2024, more than 230,662 acres in South Carolina were converted to development. This trend has spurred Governor Henry McMaster to issue a challenge to permanently protect ten million acres by 2050- an average of 150,000 acres per year.

“The secret to our success in South Carolina is respectful collaboration and enduring partnerships. We encourage landowners to reach out to their local land trust to discuss their personal land legacy, and we hope that every South Carolinian will find a way to support our work by joining their local land trust, attending a special event, or making a financial contribution. This is a ‘clarion call’ to save the places that matter most.”

For more than two decades, Charleston County’s Greenbelt Program has quietly but powerfully shaped the region, protecting treasured landscapes, conserving water and wildlife, and enhancing overall resilience and quality of life across the Lowcountry. As Charleston County leaders discuss future greenbelt funding in the coming weeks, this is a natural moment to reflect with gratitude on what this visionary program has achieved in our community, and why it continues to matter so deeply to residents across the Lowcountry.

Set in the heart of the Cooper River Historic District, the nearly 630-acre property will ultimately become a new county park— offering long-desired public access to fishing and kayaking, and offering a one-of-a-kind public recreation experience on a former colonial-era rice plantation.

Boasting a robust agricultural landscape of nearly 23,000 farms sprawled across 4.5 million acres of fertile land, South Carolina is a state deeply rooted in agriculture. The Farm Service Agency (FSA) in South Carolina plays a pivotal role in supporting this thriving agriculture economy by managing acreage reports for nearly 2 million acres and aiding farmers' participation in approximately 20 different FSA programs. By doing this, the FSA in South Carolina not only supports USDA's mission but also contributes significantly to maintaining a healthy, stable, accessible, and affordable food supply for all.

Historically, FSA traces its roots back to the Great Depression, when the Farm Security Administration was created to help American farmers amid a challenging time. And while the agency’s name and mission have both changed and grown over the years, its commitment to helping farmers has not. Today, FSA plays a crucial role in supporting rural prosperity, improving the environment, and contributing to U.S. national security by helping to ensure a safe, affordable, and abundant food supply.

Over the years, FSA’s available programs have expanded to include safety net, farm loan, conservation, and disaster assistance programs. These programs ensure producers have a strong safety net in place in case of natural disasters or market fluctuations. FSA farm loans are available for producers who want to get started in production agriculture or make investments in existing operations but are unable to obtain credit from private lenders. FSA conservation programs give landowners the tools and resources to protect environmentally sensitive land and restore grasslands and forests, leading to cleaner water and air, healthier soil and enhanced wildlife habitat. FSA’s flagship conservation program, the Conservation Reserve Program (CRP), is a voluntary program that encourages agricultural producers and landowners to convert highly erodible and other environmentally sensitive acreage to vegetative cover, such as native grasses, trees, and riparian buffers.

The benefits of CRP are far-reaching. CRP protects more than 20 million acres of American topsoil from erosion and is designed to safeguard the nation’s natural resources. With over 22,000 acres enrolled in CRP in South Carolina, several landowners have utilized CRP in our home state, with the hope that the increased vegetation would lead to increased wildlife habitat, including bobwhite quail. This has been seen as a great success.

Although the terms of CRP and land trusts may differ, with land trusts often encouraging permanent easements, both entities share conservation goals to support farmers and ranchers, and to protect environmentally sensitive land.

Together, FSA and land trusts can help landowners understand the wide scope of available options for preserving and protecting their property, while helping South Carolina to achieve a greater impact in protecting farmland and promoting sustainable agriculture for generations to come.

W.R. “Cody” Simpson, III, was appointed by the Trump Administration to serve as the State Executive Director of the Farm Service Agency in South Carolina in May 2025. He has spent his lifetime protecting the Palmetto State’s agricultural heritage and growing its future. Simpson supports wetland conservation through Ducks Unlimited and collaborates with the Pee Dee Land Trust to safeguard natural habitats.

State and local leaders along with outdoor enthusiasts gathered today to get a first glimpse from the scenic ridge of the 1,090-acre Saluda Bluff property acquired by Naturaland Trust earlier this year. Located in the bullseye of decades of conservation work and public lands that defines the upcountry of South Carolina, visitors to Saluda Bluff can get a birds’ eye view of more than 10,000 acres of protected properties. Additionally, the significant amount of frontage along the Saluda River along with the adjoining floodplain made this project a priority for the South Carolina Office of Resilience. The southern property line contains nearly a mile of Scenic Highway 11. By utilizing $7 million of State Appropriated funds, SCDNR expects to receive ownership of the property no later than early 2025.

Conversation with the Chair: Meet Ashley

Beginning her career in conservation almost thirty years ago, Ashley Demosthenes now serves as President and CEO of the Lowcountry Land Trust (LLT) and brings a wealth of knowledge to the South Carolina Land Trust Network (SCLTN).

“I was always interested in conservation, protecting land,” she says. “We have family land in Beaufort County, so I interned with the Lowcountry Open Land Trust (now LLT) in college. Little did I know this would turn into a lifelong career.”

In 1998, she started work for The Nature Conservancy (TNC) in the ACE Basin. Later on, she helped open TNC’s McClellanville office, where she worked with the forest service, buying land from big paper companies and negotiating conservation easements for the Francis Marion National Forest.

She grew in her experience over the years, developed a keen understanding of conservation easements and the ability to lead people in an expanding field. Ten years ago, Ashley took over as President and CEO of LLT from her predecessor, Elizabeth Hagood.

Since then, she has led the organization into larger projects like the Angel Oak on John’s Island—buying the property, stewarding the land, and embracing community-centered conservation.

“Community-centered conservation is a relatively new term. This has really expanded the dimensions of our traditional land conservation work in rural landscapes. We’re adapting and riding the beautiful tide of this movement, seeing how land conservation can be a solution for some community challenges—like open green space for health and wellness, or capturing cultural stories and the importance of place, alongside our cores principles of protecting natural resources and wildlife habitat.”

Ashley has witnessed and participated in growing the Land Trust Network from a loosely organized group to the strong coalition it is today.

“I’m proud of this organization and how it’s excelled under Jen’s leadership. For me to have seen where this started and where it is now, and become Board Chair, is very exciting and an honor.”

“I hope to bring energy and creativity. I’m excited to be able to apply what I’ve learned over these many years and assist other land trusts in growing their organizations.”

She raises the essential questions land trusts must consider in today’s world—How can land trusts meet the challenges of climate change, sea-level rise, and shifting conditions that require us to think differently about conservation? What does it mean to authentically and effectively engage with one’s community? How do we increase awareness of the benefits of conservation, especially in the private sphere? How can we propel the relevance of land conservation so that it means something to everyone?

“This is so important in a state like South Carolina, where we’re blessed with all these beautiful places and natural resources. I’m eager to support Jen and help our land trust members feel encouraged and informed and grow in their own leadership.”

A core principle of the Land Trust Network has always been to provide excellent support and relevance to its members. Ashley echoes this sentiment:

“Conservation is a team effort. The collective impact of a statewide organization is really powerful. Having a Network helps to advance conservation much more effectively by creating a forum for convening and sharing ideas. It helps people get to know each other, forms community.”

“I have come to value my relationships within the land trust community so much,” she says. “They’re some of my best friends. We enjoy working together. It’s when the best ideas come to fruition. Those partnerships are what our South Carolina conservation community has—it’s one of our superpowers.”

Pee Dee Land Trust proudly partnered with private landowners, brothers, Chase and Charles Howard, to permanently protect Witherspoon Island, located on the Great Pee Dee River in Darlington County. The conservation of 3,708 acres of Witherspoon Island marks the largest conservation easement in Pee Dee Land Trust’s 25-year history.

Stewardship as a Career Path

South Carolina is a uniquely conservation-minded state with abundant opportunities to not only enjoy recreational activities on protected land, but also to join the growing workforce behind land protection.

Often, park rangers, the forest service, or the DNR stand out as the obvious routes for young folks entering the conservation field. Such organizations are essential. But perhaps less commonly considered is the world of land trusts, and specifically stewardship. For those interested, here’s a look inside.

           Why?

tewardship teams play an ongoing role in preserving the beauty and longevity of these natural landscapes. They monitor properties protected by conservation easements and serve as a resource for landowners.

Lauren Ulich of Upstate Forever, says, “To me, it’s a fantastic job because every day is different. This work involves interpersonal relationships, so if you’re a people-person it’s a great job, but also if you like to get outside. I’m probably in the field 1-3 days a week. I think this option should really be at the forefront of young people’s minds.”

Caylor Romines worked on a private hunting plantation and joined the Open Land trust in Beaufort after the plantation was sold to developers.

“I never really knew much about land trusts. I’d worked with The Nature Conservancy a couple of times, but on the restoration side. I grew up in East Tennessee where conservation easements aren’t as popular as they are here. With my land management background, I knew what it took to keep these properties in good shape.”

Stewardship are the eyes and ears on the ground, monitoring these properties to ensure they’re being properly cared for.

Samantha McCann of The Nature Conservancy South Carolina says, “I’ve had a lot of interns over the years, and they always say that their observation skills have improved. They realize the scale of land protection because they’re out on these properties driving around and seeing the beauty of these places.”

           Where to Start

All professionals in the field agree on a great first step: connect with a land trust either locally or in a place you care about.

“See if you can join for some monitoring visits or help with restoration events,” suggests Caylor Romines. “Really just get involved.”

The Land Trust Alliance has a helpful online job board you can check out. And there are plenty of seasonal jobs, like the Americorps program which works throughout the state.

Samantha McCann says, “You may have to do some seasonal jobs to get experience under your belt. And a lot of the experience we value inside a land trust is: can you talk to a random member of the public; can you organize yourself for a day in the field with all your necessary gear and provisions; are you safety conscious? Getting field experience will make you really valuable to a land trust.”

“There’s not necessarily a formula for what you need to do to get into land conservation work. Which is unique in a lot of ways,” says Lauren Ulich.

All sorts of educational backgrounds can function within a land trust. Whether you come from an environmental, humanities, or mathematics background, the most important thing is this: that you have a love of the land.

September 5, 2024 - Columbia, SC - The South Carolina Land Trust today honored Senator Nikki Setzler for his lifetime of contributions to conservation in South Carolina. During the organization's Fall Member meeting, Setzler was presented with a coffee table book on the Cowassee Basin, an expansive area in the heart of Senate District 26 which he has represented for the last forty-eight years. Inside the front cover was a signed Board Resolution that read:

Land Legacy in McCormick County

In McCormick County, near the banks of the upper Savannah River, 991.8 acres of undeveloped land will soon be protected by conservation easement. Ms. Della Coulter of Columbia, SC and a fifth-generation owner of the land, has partnered with the Upper Savannah Land Trust to obtain this easement and ensure her land legacy endures.

How long has the property been in your family?

“We have a grant from King George III dated 1774 for 500 acres on the Savannah River made to John Deas.

According to family lore, Ellington Searles put together about 6000 acres. He was a slave owner and grew cotton and had at least 100 enslaved people on his plantation at the close of the Civil War. At that time, he entered into a tenant farmer relationship with them.

After Ellington Searles, the land passed down in a female line to my mother.”

What did the land mean to you growing up?

“My grandfather, Frank Robinson, moved his family from McCormick to Columbia when my mother was a teenager. She met my father there when they were in high school. After they were married, he spent most of his career in the Air Force, so we lived all over the country. But my mother had very strong roots in McCormick. So every summer, she would go back and take us as children. Our personal connection to the land was really staying in touch with the Black families that were still there.

The Callaham family I personally knew. The Callaham sisters, Miss Willie Mae and Miss Mamie, were in their eighties when I first met them. They had grown up on the farm tended by their parents, had had “town jobs,” and then returned to their family’s farm in their later years. Miss Mamie told me that when she was a little girl, she could stand on their front porch and gaze out on cotton fields as far as the eye could see. By the 1930s, cotton had come and gone, and the family were subsistence farmers. The rest of the land pretty much went fallow into native pine, mostly loblolly.”

Since then, what have you used the land for?

“It was in the 80s after my mother inherited the land that we got connected with procurement foresters and landowner liaisons with the Westvaco Cooperative Forest Management (CFM) program.

We started understanding that we could reforest—grow trees back after cutting. The more we worked with foresters, the more it seemed we could do something creative with the land—we could actually plant improved seedlings.

After my mother died in 1997, I wanted to continue what she’d started in terms of more enlightened forestry. So, I started attending Clemson University’s Master Tree Farmer program and learned a tremendous amount from those folks.

On our property, we mainly worked with loblolly for a long time. We began an association with Thompson Forestry, and they recommended we start to do controlled burns. In the late 90s, my sister and I learned about the longleaf restoration projects in the Southeast. We planted 50 acres of longleaf in 2004 and 50 more in 2015.

We’ve also leased our land to the Rocky River Hunt Club for about thirty years—they’re my eyes and ears on the land. We have turkey and deer. And since we’ve been burning, I’ve been told by our hunt club that they hear quail.”

How and why did you make the decision to protect? Why easement?

“Since I’ve been managing it, I’ve gotten a couple offers a year to sell the land, so I knew it was there for the picking.

When the Upper Savannah Land Trust was just getting started around 2000, I went to the initial meetings. I became more and more convinced that this was a good idea. I knew I’d be the last person in my family standing in South Carolina—and I don’t have any children. I thought I better be prepared in case no one wants to carry this on.

My sister passed away and left her interest to me. With two-thirds ownership, I bought my brother out. I had to have sole-ownership of the land for one year before putting an easement on the property.”

Thinking about future, how does this make you feel?

“Extreme relief. I went out on quite a financial limb to buy my brother out. I was advised that, if I were to do this, I needed to have an exit strategy in case the loan went south. But soon I realized the goal of getting a conservation easement was my exit strategy—If I could get a conservation easement on this land, then I’d be fine with selling it, because it would be protected for generation after generation to enjoy.

And thanks to the grant that the South Carolina Conservation Bank has given to the Upper Savannah, which will flow through to purchase part of the easement, I won’t have to sell. I can continue to manage the land, have the hunt club, work with my forester, and decide who to give the property to. That’s pretty cool.”

For years, the Bowers family considered conserving their family land in the Dale area of northern Beaufort County. Then, in the summer of 2023, thanks to a partnership with the Bowers family, the Department of Defense, and the South Carolina Conservation Bank, they achieved what had become a family goal: conserving their land.

Unlike many of the other farms in the area, it has survived the passage of time. That’s remarkable given what’s happening throughout South Carolina. We are losing farmland at an alarming rate to haphazard development.

One of the most significant conservation projects in Aiken County history recently crossed the finish line. On May 15th, Aiken Land Conservancy closed on a conservation easement that permanently protects 2,658 acres of land seven miles north of Aiken owned by the City of Aiken.

February 5, 2024 - Ducks Unlimited is proud to have successfully closed on the easement of a 1,328-acre mitigation bank site on Halidon Hill in the Cainhoy area near the Francis Marion National Forest and the historic Cooper River. Mitigation activities include preserving and restoring forested and isolated wetlands that provide critical habitat for a variety of wetland dependent species. This is a great example of how land trusts, governmental organizations, and private landowners can partner to protect, restore, and enhance important properties and ecosystems. Ducks Unlimited will monitor this site in perpetuity to ensure its ecological integrity is upheld.
